I'd like to spend some time on this website and try to give an overall idea of SS7 and how it works. I've spent over twenty years in the Telecom industry and worked in a phone switch manufacturing plant testing phone systems to doing tech support for various class 5 public switching systems. I've also spent time working in a central office and yes I was doing just what the guy in the pic is doing, checking tip and ring at a pedestal on the side of the road. It has been in the tech support role that I found the most satisfaction and also the most stress. Many days spent scratching my head wondering how things worked and why. Even now not a day goes by that there isn't something new to learn.
This out of band signaling SS7 offers a great deal more flexability, features and resource control that MF in band signaling does. It just takes some time to learn and understand what is going on across these links and how it impacts call completion.
